L’appuitechnique et la vulgarisation agricole ; contribution supposée ou réellea lamodernisation de l’exploitation agricole? (Cas de la région d'Ouargla)

Abstract

Au cours de notre étudeayant trait à "l'appui technique et la vulgarisation agricole au niveau de la région de Ouargla" durantl'année 2005/2006 àtravers deux systèmes agricoles oasiens, l'ancien système à El ksaret le nouveau système à N'goussa et Hassi Ben Abdallah, nous avons déduit ce qui suit:La vulgarisationau niveau del'ancien systèmeagricoleest absente et se résume en des:Problèmes techniques :Ø Faible niveau de technicité des exploitants ;ØUtilisation des techniques de productiontraditionnelles; Problèmes sociologiques :ØTaux d'analphabétisme très élevé79,54%conjugué,àla faiblesse de relation avec les structuresd'appui ce quifreine la diffusiondes résultas de la recherche vers les agriculteurs;ØSavoir fairelocal en déperdition. La vulgarisationagricole ausein du nouveau système agricole dit système de mise en valeur,n'est pas trèsfonctionnelle, malgré l'existence decertains programmes du développement de l'agriculture tels que:*Le programme de l’A.P.F.A (grande et petite mise en valeur) ; *La mise en valeur des petits et moyenspérimètres dans lecadredu programme grand travaux* les programmes de F.N.R.D.A. A causede: ØL'absence de liaison entrerecherche formation et vulgarisation ØLe manque d'intégration des actions menées par les différentes structures. ØLa mentalité de l'agriculteur Ouargli, et la capacité de conception des conseils provoquentdes obstacles de transmission et d'introduction de nouvelles techniques; ØL'absenced'un climat de confiance entre les agriculteurs et le vulgarisateur.

في إطار دراستنا للدعم التقني والرشاد الفلحي على مستوى منطقة ورقلة خلل الموسم 2005 / 2006 للنظام الفلحي الواحاتي القديم ) القصر ( و الحديث ) نقوسة ـ حاسي بن عبدال ( استخلصتا ما يلي : الرشاد الفلحي في النظام القديم غائب ويلخص هذا في ّ: المشاكل التقنية:ـ ضعف المستوى التقني للفلحين الذي يعيق تطور المستمرات الفلحية والمتعلق بإدخال تقنيات جديدة بواسطة الرشاد ألفلحي ؛ -استعمال وسائل تقليدية. المشاكل الجتماعية: ـ نسبة المية المرتفعة تقدر بـ 54.79 % تفسر ضعف الرابطة ما بين معهد البحاث الفلحية وهياكل الدعم؛ الرشاد الفلحي في النظام الفلحي الحديث أو ما يعرف بالستصلح جد غير وظيفي رغم وجود بعض، برامج التنمية الريفية مبينهاالمعرفة والمهارة المحلية مفقودة. -برنامج المتياز عن الطريق الملك العقارية الفلحيةاستصلح الكبيرة والصغيرة في إطار البرامج الكبرى. -البرنامج الوطني للتنظيم و التنمية الفلحية. والتي نرجع إلى: ـ غياب الرابطة بين البحث التكوين الرشاد . ـ غياب التكامل بين هياكل الرشاد لفلحي. ـ فكر الفلح الورقلي وقدرته على الستيعاب للنصائح تشكل عائق كبير في إدخال التقنيات الحديثة ـ غياب مناخ الثقة بين الفلح والمرشد في حين حضورها بين الفلح
