Les Effets Induits Par Le P.N.D.A Sur Le Développement De L’agriculture Dans La Wilaya De Ouargla (Cas De La Région De Ouargla)

Abstract

Plus de trois (3) années après le démarrage du P.N.D.A dans la région de Ouargla ; une enveloppe budgétaire importante a été engagée immédiatiquement, traduite par :-L’augmentation remarquable de la surface agricole utile ; -La réhabilitation de quelques exploitations de l'ancien système oasien ;-La création et l'extension de plusieurs exploitations du système de mise en valeur ; -La participation à l’augmentation de la mains d’œuvres agricole …etc. En matière de réalisation dans le temps comme, le confirme Monsieur le Ministre de l'agriculture et du développement rural, le P.N.D.A est l'option la plus valide depuis l'indépendance. Sur terrain, c’est une autre réalité, seulement 24 milliards de centimes (dont 42% du soutien total engagé) consommé pour la plantation de 1776 ha de palmiers dattiers, la réalisation de 540 ha du réseau d’irrigation goutte à goutte , la réalisation de 2950 mètres linéaires du drainage et la réalisation d’autre actions avec des taux plus faible. Beaucoup de contraintes sont rencontrées et beaucoup de questions restent posées particulièrement dans notre région telle que la diminution d’une année à l’autre la demande d’adhésion aux P.N.D.A. Dans ce présent travail, nous apporterons notre contribution à la connaissance des effets induits par le P.N.D.A sur le développement de l’agriculture dans la région de Ouargla. En ce sens, nos conclusions, critiques et suggestions relèvent plus d’une démarche critique du P.N.D.A dans la région de Ouargla que d’une approche de développement et de vulgarisation.
