Abstract

يعتبر كل من نظام عدم التركيز ونظام اللامركزية في الولاية في التشريع الجزائري من أهم المواضيع التي خصص لها المشرع الأهمية البالغة من خلال قانون الولاية 12-07،ويلعب كل منهما دورا هاما في القانون الإداري، وقد منح المشرع صلاحيات هامة للوالي في تنظيم شؤون الولاية. والإشراف عليها تحت إمرة وزير الداخلية لكي يكون حلقة وصل بين الولاية والدولة. في حين يجسد المجلس الشعبي الولائي صورة التمثيل الشعبي، والمشاركة الديمقراطية للشعب واختيار ممثليهم على المستوى المحلي.
