محددات الشراء في المؤسسات البترولية دراسة حالة مجمع سوناطراك-اجيب بحاسي مسعود

Abstract

تهدف هذه الدراسة إلى الوقوف على سياسات الشراء في المؤسسات البترولية مجمع سوناطراك اجيب و العوامل المؤثرة في اختيارها، و لتحقيق أهداف الدراسة استخدم الباحث المقابلة لجمع البيانات، و تم تحليل نتائجها، و خلصت الدراسة لعدد من النتائج أهمها: تتبع المؤسسة إجراءات محددة و واضحة في عملية الشراء بدءا بتحديد الحاجة للشراء و نهاية بالموافقة على فواتير الاستلام، كما أن أكثر سياسات الشراء إتباعا في المؤسسة الاقتصادية البترولية (مجمع سوناطراك- أجيب ) هي سياسة الشراء بالمناقصة لأنها مؤسسة عمومية ملكا للدولة وتربطها علاقة شراكة مع مؤسسة أجنبية تعمل في نفس المجال لدى تتبع قانون الصفقات العمومية ،وان هذه السياسات الشرائية تتأثر بعوامل سياسية و قانونية، تكنولوجية و صناعية بدرجة أعلى مقارنة بالعوامل الأخرى كالاقتصادية و الثقافية والتنافسية و قد أوصت الدراسة بضرورة بتطوير الآليات الإستراتيجية للشراء خاصة في المشاريع طويلة المدى و المكلفة وذلك لتجنب الخسائر الفادحة ، و اختيار سياسة الشراء الناجحة والمدروسة مسبقا حسب متطلبات المشروع

oThis study aimed to identify buying policies in petroleum enterprises Sonatrach Group-Agip- and to determine factors influencing its selectin. To achieve the objectives of the study, researcher used interview to collect data and the results were analyzed. In the purchase process starting with identification of need for purchase and end of approval of receipt invoices. The most common purchasing policies in the Petroleum Economic Enterprise (Sonatrach Group-AGIP ) are procurement policy of tender because it is public enterprise owned by state, In the same field when tracking law of public transactions, and that these purchasing policies are influenced by political, legal, technological and industrial factors higher than other factors such as economic, cultural and competitive The study recommended the need to develop strategic purchasing mechanisms especially in long term and costly projects in order to avoid heavy losses and to choose the successful and pre-determined procurement policy according to the requirements of project
