المؤسسات الصغیرة و المتوسطة كأداة للتمكین الاقتصادي للمراة في الجزائر " دراسة ميدانية شملت صاحبات مؤسسات صغيرة ومتوسطة خاصة من ولاية ورقلة "

Abstract

استطاعت المراة ابراز تميزها في العمل على مستوى بعض القطاعات ،واضحت تبحث عن اشكال مختلفة من العمل ، فتوجهت الى المشاريع الصغيرة و الاعمال المقاولاتية الخاصة لطالما تم ربطها بقضايا النوع الاجتماعي لا بالقدرة على الاداء،وفي ظل مجموعة الظروف المحيطة بالمرأة سعت اغلب الدول و من بينها الجزائر الى اعتماد استراتيجيات تنموية مستحدثة نذكر منها التمكين لانه من اكثر المفاهيم اعترافا بالمراة كعنصر فاعل في النسيج الاقتصادي و يجعل من التنمية اكثر مشاركة بين النساء و الرجال عن طريق دعم المقاولة النسوية .وهذا كان موضوع بحثنا الذي نتساءل من خلاله عن سبب اعتبار نشاط المراة في قطاع المؤسسات الصغيرة و المتوسطة الخاصة كاداة لتمكينها اقتصاديا و هل من الممكن ان يكون اداة لتعجيزها و الحد من قدرتها المقاولاتية؟ و لمحاولة معالجة اشكالية بحثنا اعتمدنا على الدراسة الميدانية التي شملت مجموعة من صاحبات المشاريع الصغيرة و المتوسطة بولاية ورقلة و بعد رصدنا لاهم ما يتعلق بصاحبات المشاريع و مشاريعهن و بيئتهم الاستثمارية توصلنا الى ان المقاولة النسوية استطاعت تخطي اهم الصعوبات العائلية و المجتمعية التي اعتبرناها في الجانب النظري من اهم العراقيل التي تواجه المراة المقاولة اضافة الى صعوبة حصولها على التمويل و استفادها من الدعم الحكومي و الذي مازالت تعاني منه المراة المقاولة اليوم اين نجدها تمنع نفسها من حق تعدد الخيارات التمويلية المتوفرة امامها مما يعرقل تطور المقاولة النسوية و بالتالي يعيق نجاح استراتيجيات تمكينها اقتصاديا

Woman was able to highlight excellence in the work to the level of some sectors and she is looking for all different forms of work , She went to the small business and entrepreneurship seen by another's as not related to Gender and the ability to perform under a range of circumstances surrounding most of the woman sought countries , including Algeria to the adoption of innovative development strategies of empowerment among them because it is more recognition of the concept of woman as an actor in the economic fabric , it also makes the process of development more partnership among women and men by supporting entrepreneurial women and this was the subject of our research which we ask through , which the reason for considering women’s activities in the sector of small and medium sized private enterprises as a tool to reduce their ability entrepreneurial??, and to try to cure the problem in our research we’ve relied on the field study which included a group of owners of small and medium-sized enterprises in the state of Ouargla and after observation of the most important with regard to the projects’ owners and their entrepreneurial we’ve reached that women entrepreneurship has been able to overcome the main difficulties of obstacles facing women entrepreneurs in addition to the difficulty of access to funding and benefit from government support , which is still suffering from women entrepreneurs today . Where we find the same right to prevent the multiplicity of financing options available of women’s entrepreneurship and thus hamper the success of the strategy for economic empowerment
