dc.description.abstractThe legislator has imposed a set o restrictions and procedures that the administration is obligated to ollow in order to preserve the public interest, and perhaps the principle in how to conclude public deals, in which the restriction on the reedom o management is severely restricted, is the pursuit o two goals, namely: to achieve the largest inancial savings or the public treasury, which requires an obvious commitment on the one hand. The administration is to choose the contractor who oers the best oers and guarantees, as well as taking into account the contracting interest by choosing the competent to perorm the service it is keen to achieve. Except what was mentioned in Presidential Decree No. 15-247, which regulates a speciic set o administrative contracts called public procurements, which are the contracts reerred to in particular Articles 02 and 29 o the previous presidential decree.
