المعالجة الإعلامية لقضية الصحراء الغربية في البرامج التلفزيونية الجزائرية ـ تحليل مضمون لحلقة من برنامج متابعات على قناة الشروقnewz و حلقة من برنامج وثائقي على قناة الجزائرية الإخبارية ـ

Abstract

تختلف الدراسات في كل موضوع حسب الأهمية و التداول و ما لها من رجع صدى لدى المهتمين, و لكل دراسة منهج يليق بها و زاوية خاصة للوصول إلى نتائج تجيب عن كل استفهام قد يسيطر على المتتبع, ودراستنا كانت ذات طابع سياسي بحيث تناولت المعالجة الإعلامية للقضية الصحراوية في البرامج التلفزيونية الجزائرية, وهو الأمر الذي يجعلنا نكتشف الزاوية التي يرى منها الإعلام الجزائري للقضية الصحراوية خاصة وأنه أكثر إعلام في العالم مهتم بشأن الشعب الصحراوي, و لأجل معرفة كيفية المعالجة الإعلامية الجزائرية لقضية النزاع القائم أخذنا عينات قصديه من التلفزيون الجزائري العمومي الذي تمثل في حلقة من برنامج وثائقي, و عينة أخرى من التلفزيون الجزائري الخاص والذي تمثل في حلقة من برنامج متابعات على قناة الشروقnewz, بحيث عالجت كل من القناتين موضوع القضية الصحراوية, وعليه كان التساؤل الرئيسي لدراستنا كالتالي : ـ كيف عالجت كل من قناة الشروق نيوز وقناة الجزائرية الإخبارية الأولى قضية الصحراء الغربية ؟ و من خلال التحليل توصلنا إلى أن الإعلام الجزائري بكل أنواعه وقطاعاته خاص أو عام, هو طرف داعم للقضية الصحراوية و يلوحوا في معالجاته إلى أحقية الشعب الصحراوي في تقري مصيره, وذلك بعد مجموعة من النتائج التي حصلنا عليها بعد استخدامنا لمنهج تحليل المضمون وهو أكثر المناهج مناسبة لمثل هذه المواضيع والقضايا خاصة أنها في قطاع الإعلام . و من بين النتائج التي تحصلنا عليها :  أن البرامج التلفزيونية محل الدراسة أعطت المجال لضيوف البرنامج بالحديث المطول وفسحت المجال لهم لإيصال أفكارهم, وذلك من خلال اعتمادها على الحديث الصحفي في أثناء النقاش .  كذلك الإعلام الجزائري استخدم اللغة التي بإمكانها أن تخدم كل من ضيوف البرنامج ,خاصة و أنهم استضافوا أشخاص من الصحراء الغربية, كون أن اللهجة الجزائرية يصعب على متتبعي البرامج خارج الجزائر استيعابها.  و أما عن دعم الجزائر للقضية فهي دائما في موقف ثابت بحيث دعت إلى العمل على تطبيق قرارات الأمم المتحدة التي من شانها أن تعطي حلا مثاليا للنزاع , إضافة إلى أن الجزائر ركزت على احترام مبدأ تقرير المصير و الانفصال التام عن المغرب مع وقف الانتهاكات الحقوقية التي تحدث ضد الإنسان الصحراوي .  كذلك شددت الجزائر على وقف استغلال الثروات الصحراوية , و تؤيد قرارات الأمم المتحدة في تطبيق تقرير المصير .  ومن الأهداف التي تسعى إليها الجزائر من خلال معالجتها للقضية وطرحها في برامجها, هي الحفاظ على سلامة الطرفين و ذلك بدعوتهم إلى السلم إضافة إلى السعي لتحقيق الوحدة الإفريقية و إنهاء المستعمرات في القارة دون تدخل أي أطراف أجنبية لا تنتمي للقارة السوداء .  وفي الأخير كانت الأطراف الفاعلة والمتصدرة وهي المغرب و جبهة البوليساريو مع الأمم المتحدة, كونهم أهم الأطراف في النزاع بين محتل للأراضي و مدافع عن حقوقه و الساعي لتحقيق الأمن الاستقرار لكلا الطرفين .

The studies differ in each topic according to the importance and circulation, and their resonance with those interested. And each study has a method and a special angle to reach the results that answers every question that may accure to the reader. Our study is of a political nature, as it deal with the media treatment of the Sahrawi issue on Algerian television programs. This will lead us to discover the angle from which the Algerian media sees the Sahrawi cause, especially since the world’s media is most concerned about the Sahrawi people. In order to learn how the Algerian media deals with the issue of the ongoing conflict, we took intentional samples from Algerian public television, which is a episode of a documentary program, and another sample from Algerian private television, which is represented in an episode of the Shorouq news channel’s program. Each of the two channels dealt with the following questions: How did Shorouk News and Algeria’s Channel 1 address the issue of Western Sahara? Through our analysis, we have found that the Algerian media, in all its types and sectors, private or public, is a supporting party to the Sahrawi cause and in its treatment they are referring to the right of the Sahrawi people to self-determination, after a set of results we obtained after we used the content analysis approach, which is the most appropriate approach for such topics and issues, especially in the media sector . Among the results we obtained :  that the television programs in question gave the guests the chance to talk at length and allowed them to communicate their ideas, by relying on the press talk during the discussion .  The Algerian media also used language that could serve all of the guests of the program, especially since they hosted people from the Western Sahara, since the Algerian dialect is difficult for viewers outside Algeria to understand.  As for Algeria’s support for the cause, it has always stood firm, calling for the implementation of UN resolutions that would give an ideal solution to the conflict. In addition, Algeria has focused on respecting the principle of self-determination and complete separation from Morocco, while stopping the human rights violations that are taking place against the Sahrawi people.  Algeria had also stressed the cessation of the exploitation of the Saharan resources and supported the United Nations resolutions on the implementation of self-determination.  One of the goals that Algeria seeks through addressing the issue and presenting it in its programs is to maintain the safety of both parties by calling for peace, in addition to seeking to achieve African unity and ending colonies on the continent without the intervention of any foreign parties that do not belong to the black continent.  “In the end, the main actors and leaders were Morocco and the Polisario Front with the United Nations, being the most important parties in the conflict between an occupier of the territories, a defender of its rights, and a striker for security and stability for both sides.”
