رقمنة الإتصال الرسمي و فعاليته في تحسين الأداء الوظيفي دراسة حالة مديرية توزيع الكهرباء والغاز بولاية ورقلة

Abstract

التعرف على واقع الرقمنة في الإتصالات الرسمية في المؤسسة. _ الكشف عن العلاقة بين رقمنة الإتصال الرسمي بتحسين عناصر الأداء الوظيفي. _ تشخيص العوائق التي تواجه رقمنة الإتصالات الرسمية في المؤسسة. وذلك عن طريق دراسة حالة لمديرية توزيع الكهرباء والغاز بولاية ورقلة. ولجمع البيانات تم الإستعانة بأداة الإستبيان وتطبيقها على عينة قوامها 50 مفردة تم إختيارها بطريقة العينة المتاحة من عمال مديرية توزيع الغاز والكهرباء بولاية ورقلة. لنتوصل في الأخير لتسجيل النتائج التالية: أن المؤسسة تملك بنية تكنولوجية تؤهلها لرقمنة إتصالاتها وهذا ما يدل على أنها تولي مكانة هامة لتكنولوجيات الإتصال الحديثة. ومنه أيضا توصلنا إلى أنه هناك علاقة بين رقمنة الإتصالات الرسمية بتحسين الأداء الوظيفي وهذا لما تحمله الرقمنة من خصائص تجعل من العنصر البشري مبدع في عمله ومتقن بأقل جهد وسرعة، وهدا راجع إلى سرعة إنتقال المعلومة بين أقسام وهياكل المؤسسة. كما عملت دراسنا على تشخيص أهم العوائق التي تواجه المؤسسة في تعميم الرقمنة في شتى معاملاتها وقد تمثلت في نقص تكوين الإطارات التي تستخدم الوسائل الرقمية على أحسن وجه، وكذا هشاشة البنية التكنولوجية وتذبذبها بالإضافة إلى غياب الصيانة والمتابعة للأعطاب التي قد تصيب هذه البنية.

This was done through a case study of the Directorate of Electricity and Gas Distribution of the State and Region. To collect data, the questionnaire tool was used and applied to a 50-strong sample selected by the sample available from the workers of the Directorate of Gas and Electricity Distribution of the State and Urgha. Let's finally record the following results: The Foundation has a technological structure that qualifies it to digitize its communications, which indicates that it places an important place on modern communication technologies. We have also found that there is a correlation between the digitization of official communications by improving functioning. This is because digitization has the characteristics of making the human element creative in its work and perfected with minimal effort and speed, and is due to the rapid transmission of information between the sections and structures of the institution. Our study also diagnosed the most important obstacles facing the Foundation in mainstreaming digitization in its various transactions, namely the lack of tyres that use digital means to the best, the fragility and fluctuation of the technological structure, as well as the absence of maintenance and follow-up on the disadvantages that may affect this structure.
