Abstract

ملخص : يعتبر موضوع علاقة الإدارة مع المواطن من احدث المواضيع دراسة في مجال الإدارة العامة والإدارة العامة المقارنة لما له من أهمية بالغة في المجتمعات على اعتبار انالإدارة هي الجهاز الخدماتي داخل الدولة لما يقدم من خدمات تلبية لطلبات المواطن ويعمل في بيئة مختلفة المتغيرات والذي، تسعى مختلف الدول إلى تفعيل ادائه لخلق التوازن والثقة في علاقة هذه الإدارة بالمواطن هذا الاخيرالذي يعتبر اساسوجودها.حيثان الهدف من هذه الدراسة الوقوف عند أهم المفاهيم الاساسية المتعلقة بموضوع الدراسة هذا إضافةإلىتحليل ووصف واقع طبيعة علاقة الإدارة مع المواطن في الجزائر و المغرب لنقف عند أهم مايميز هذه العلاقة خاصة وان الدول العربية تعرف اهتماما كبيرا للمواطن وتعمل جاهدة إلى توطيد هذه العلاقة والبحث دائما عن مختلف السبل والآليات التي تهدف إلى تحقيق ذلك ، والوقوف عند أهم العوامل والمؤثرات التي تحكم علاقة الإدارة مع المواطن ، كما تهدف هذه الدراسة إلى معرفة مدى تأثير بيئة الإدارة العامة في طبيعة علاقتها مع المواطن من جهة ومدى تأثير ثقافة ووعي المواطن فيها من جهة أخرى. هذا إضافة إلى هدف التوصل إلى أوجه المقارنة بين الجزائر و المغرب والخروج بنتائج إيجابية يمكن الإستفادة منها في تجارب مختلفة ليكون الهدفالأساسي من هذه الدراسة هو إضافة الجديد في مجال البحث العلمي

Resumé : La question de la relation entre l'administration et les citoyens est considérée comme l'un des sujets les plus récents d'étude dans le domaine de l'administration publique et de l'administration publique comparative en raison de son importance majeure dans les sociétés. L'administration est l'organe de service au sein de l'État qui fournit des services en réponse aux demandes des citoyens et opère dans un environnement variable. Différents pays cherchent à activer ses performances afin de créer un équilibre et une confiance dans la relation entre l'administration et les citoyens, qui sont considérés comme la base de son existence. L'objectif de cette étude est d'examiner les concepts les plus fondamentaux liés à ce sujet, ainsi que d'analyser et de décrire la réalité de la nature de la relation entre l'administration et les citoyens en Algérie et au Maroc. Cela nous permettra de comprendre les aspects les plus importants qui distinguent cette relation, d'autant plus que les pays arabes témoignent d'un grand intérêt pour les citoyens et s'efforcent de consolider cette relation. Cette étude vise à identifier les facteurs et influences les plus importants qui régissent la relation entre l'administration et les citoyens, tels que l'impact de l'environnement de l'administration publique sur la nature de cette relation, ainsi que dans quelle mesure la culture et la conscience des citoyens l'influencent.

Abstract: The issue of the administration's relationship with citizens is considered one of the most recent subjects of study in the field of public administration and comparative public administration due to its great importance in societies. The administration is the service organ within the state that provides services in response to citizens' requests and operates in a variable environment. Different countries seek to activate its performance to create balance and confidence in the relationship between the administration and citizens, who are considered the basis of its existence. The aim of this study is to examine the most basic concepts related to this subject, as well as to analyze and describe the reality of the nature of the administration's relationship with citizens in Algeria and Morocco. This will allow us to understand the most important aspects that distinguish this relationship, particularly since Arab countries show great interest in citizens and work hard to consolidate this relationship. This study aims to identify the most important factors and influences that govern the administration's relationship with citizens, such as the impact of the public administration environment on the nature of this relationship, and the extent to which citizens' culture and awareness influence it. Additionally, this study aims to compare the situations in Algeria and Morocco and to arrive at positive results that can be used in different experiments. The main objective of this study is to contribute new insights to the field of scientific research.
