الرقمنة في الإدارة الجزائرية وأثرها على الرضا الوظيفي دراسة اثنوغرافية لعينة من موظفي بلدية الزاوية العابدية–تقرت-

Abstract

تهدف الدراسة إلى الكشف على الرقمنة في الإدارة الجزائرية وأثرها على موظفي بلدية الزاوية العابدية بتقرت، من خلال دراسة أجريت على موظفي بلدية الزاوية العابدية، حيث اعتمدت الدراسة على المنهج الإثنوغرافي كون هذه الدراسة تتطلب تدقيقا معمقا لجميع جوانب الموضوع المتعلق بأثر الرقمنة الإدارية على رضا الموظفين،حيث حاولت هذه الدراسة أن تسلط الضوء على الموضوع المطروح من عدة زوايا، أولها ضبط الإجراءات المنهجية للدراسة كما هو متعارف عليه في هذا النوع من الدراسات، أما فيما يخص الإطار التطبيقي فقد استخدمت في الدراسة أداة الملاحظة لجمع المعلومات حول موضوع الدراسة وملاحظة التصرفات والانطباعات الناتجة عن مخرجات الرقمنة، إضافة إلى أداة المقابلة من خلال إجراء مقابلة نصف موجهة مع 07 من موظفي بلدية الزاوية العابدية الذين تم اختيارهم وفقا للعينة القصدية لتوفرهم على خصائص تميزهم عن غيرهم كسنوات الخبرة في البلدية وانتمائهم لمصالح تحتك بالرقمنة. حيث توصلت الدراسة إلى مجموعة من النتائج العامة كان أهمها: -أغلب موظفي بلدية الزاوية العابدية لم يتلقوا تكوينا بخصوص الرقمنة عند إدخالها للبلدية، خاصة خريجي الجامعات، لكنهم بفضل الممارسة تمكنوا من التأقلم بشكل كبير مع متطلبات الرقمنة - يوجد في البلدية الزاوية العابدية رضا وظيفي عالي اتجاه ما يقدمونه من عمل في البلدية وهذا راجع إلى أن الرقمنة زادت من هذا الرضا بأنها سهلت عليهم العمل وحلت عديد المشكلات كمشكل الوقت والجهد، والراتب يتوافق وأعباء العمل. -بلدية الزاوية العابدية تسير وفق استراتيجية مدروسة في تطبيق الرقمنة في مختلف مصالحها، كل هذا للتخلص من الإدارة التقليدية والوصول إلى إدارة صفر ورقة.

The study reached a number of general results, the most important of which are: -The majority of employees of Zaouia El Abidia Municipality did not receive training on digitization when it was introduced to the municipality, especially university graduates. However, through practice, they were able to adapt significantly to the requirements of digitization. -There is a high job satisfaction among the employees of Zaouia El Abidia Municipality towards their work in the municipality, and digitization has increased this satisfaction by facilitating their work and solving various problems such as time and effort, while the salary is commensurate with the workload. The study aims to examine digitization in Algerian administration and its impact on the employees of Zaouia El Abidia Municipality in Touggourt. The study was conducted on the employees of the municipality, and it adopted the ethnographic approach, This study adopts the Enthongraphic approach due to the fact that the current study requires deep audit of all aspects of the topic related to the impact of administrative digitalization upon the employees' satisfaction . This study attempts at shedding light on the subject from various angles, starting from establishing the methodological procedures for the study, as is customary in this type of research. As for the applied framework, the study used observation as a tool to collect information about the subject of the study and observe the behaviors and impressions resulting from digitization outputs. In addition, the study used interviews by conducting semi-structured interviews with 7 employees of Zaouia El Abidia Municipality who were selected according to purposive sampling, based on their distinguishing characteristics such as years of experience in the municipality and their involvement in digitization-related matters. -Zaouia El Abidia Municipality is following a well-thought-out strategy in implementing digitization in its various departments, all with the aim of moving away from traditional administration and achieving a paperless management approach.
