الرقمنة ودورها في تحسين الأداء الوظيفي للهيئات العمومية دراسة حالة - مديرية التنظيم والشؤون العامة لبلدية النزلة توقرت-

Abstract

إن أهم ما يميز العصر الحالي هو الثورة التكنولوجية والرقمية التي نعيشها اليوم والتي أصبحت في جميع الميادين والمجالات ، حيث سهلت التكنولوجيا في تذليل الكثير من الصعوبات التي كان يواجهها الإنسان في العقود القليلة الماضية وفي جميع المجالات ( التصنيع ، النقل ، الزراعة ، الصحة ، الإعلام .....) ومن بين المجالات المهمة التي أصبحت تستعمل التكنولوجيا نجد الإدارة بمختلف مستوياتها حيث أصبحت الرقمنة جزءا مهما من العمل الإداري في المؤسسة الحديثة وهو ما حاولنا إبرازه في هذه الدراسة التي قمنا من خلالها بالبحث في العلاقة الموجودة مابين تطبيق الرقمنة في المؤسسات العمومية وتحسين أداء الموظفين وقمنا بالدراسة الميدانية في بلدية النزلة بولاية توقرت وبالضبط في مديرية التنظيم و الشؤون العامة كونها أكثر المديريات في البلدية تطبيقا للرقمنة. توصلنا في هذه الدراسة إلى أن تطبيق الرقمنة على مستوى البلدية لا يزال في طريق التطور و ذلك حسب الإمكانيات البشرية و المادية، و أن الأداء الوظيفي يتأثر بالإمكانيات التي توفرها الإدارة للموظفين ، و كذلك استنتجنا في آخر هذه الدراسة بأن الرقمنة كان لها أثر بالإيجاب على تحسين أداء الموظفين بمديرية التنظيم ببلدية النزلة بالرغم من النقائص الموجودة ، ومن خلال النتائج المتوصل إليها نرى بأنه من الضروري تعميم تطبيق الرقمنة في جميع المؤسسات العمومية وعلى جميع المستويات لما له من أثر مباشر في تحسين الخدمة العمومية المقدمة للمواطن .

The most important characteristic of the current era is the technological and digital revolution that we are living in today, which has become in all fields and domains, as technology has facilitated in overcoming many of the difficulties that man was facing in the past few decades and all fields (manufacturing, transportation, agriculture, health, media .....) Among the important domains that use technology, we find management at various levels, where digitization has become an important part of administrative work in modern institutions. And this is what we tried to highlight in this study, bylooking at the relationship between the application of digitization in public institutions and improving the performance of the workers in the municipality of Nezla in the province of Touggourt, particularly in the Directorate of Organization and Public Affairs as one of the most directorates in the municipality which applies digitization. In this study, we concluded that the application of digitization at the municipal level is still on the way to development, according to the human and material capabilities, and that job performance is affected by the capabilities provided by the administration to employees. as well as, digitization has a positive impact on improving the performance of employees in the Directorate of Organization in the municipality of Nezla despite the existing shortcomings, and through the results, we see that it is necessary to generalize the application of digitization in all Public institutions at all levels because of its direct impact on improving the public service provided to the citizen.
