Abstract

تسير الجزائر على غرار أغلب دول العالم بخطى ثابتة نحو عصرنة جهازها الحكومي والقضائي بما يتناسب والثورة التكنولوجية وفي مقابل ذلك أصبحت احدى أهم معوقات هذا التحول هي مدى التحكم في الثورة الموازية لهذا التحول وعلى راسها المسائل المتعلقة بالجرائم السيبرانية أو تلك المرتكبة في الفضاء الافتراضي والتي أصبحت تحديا حقيقيا يؤرق حكومات العالم وتحديا يحتاج لتجند مختلف الفواعل الوطنية والدولية لمحاربته، وقد تبنت الجزائر خطوات استباقية ضمن استراتيجية تفاعلية مع محيطيها الداخلي والخارجي لمحاربة كل أشكال الجريمة وعلى رأسها محاربة الجريمة الالكترونية لما لهذه الجريمة من تأثيرات سلبية على جودة الأداء الحكومي ومن خلال هذا العمل يحاول الباحث إبراز هذه الخطوات الاستباقية التي اتخذتها الدولة الجزائرية لمحاربة الجريمة الالكترونية مع قراءة في الآليات والهياكل المجسدة للرصد والمتابعة والتصدي للجريمة الالكترونية في الجزائر.Algeria, like most countries in the world, is moving steadily towards modernizing its governmental and judicial apparatus, In contrast, one of the most important obstacles to this transformation has become the extent of control over the revolution parallel to this transformation, most notably issues related to cybercrimes or those committed in virtual space, Which has become a real challenge that worries the governments of the world and a challenge that requires the mobilization of various national and international actors to fight it, Algeria has adopted proactive steps within an interactive strategy with its internal and external surroundings to combat all forms of crime, most notably the fight against electronic crime, because of the negative effects of this crime on the quality of government performance, Through this work, the researcher attempts to highlight these proactive steps taken by the Algerian state to combat electronic crime, while reading the mechanisms and structures embodied for monitoring, following up, and confronting electronic crime in Algeria.
