Abstract

تهدف دراستنا في إبراز المكانة القوية للمؤسسات المصغرة في الاقتصاديات الحديثة انطلاقا من الدور الحيوي الذي تلعبه في تحقيق التنمية المستدامة، وخلق فرص العمل والقضاء على البطالة، الا ان انشاء هذا النوع من المؤسسات المصغرة في البيئة الاقتصادية خاصة في الدول النامية كالجزائر يعترضه الكثير من التحديات والعقبات التي تجعل من امكانيه تحقيق اهدافه الأساسية شيئا صعبا، خاصة إذا كانت متعلقة بتحقيق المقاربة الاقتصادية الحقيقية. ومن أجل تحقيق هذه المقاربة الاقتصادية تمحورت دراستنا حول تطبيقات مبادئ الحوكمة في الإجراءات المتخذة لانشاء المؤسسات المصغرة في إطار الوكالة الوطنية لدعم وتنمية المقاولاتية كدراسة حالة، حاولنا الإجابة على الإشكالية الرئيسية التي تمحورت حول دور تطبيق مبادئ الحوكمة في إنشاء المؤسسات المصغرة لتحقيق المقاربة الاقتصادية، مبرزين بذلك أهمية وخصائص المؤسسات المصغرة، الصغيرة والمتوسطة، وبرامج تمويلها المعتمدة في الجزائر، كما تطرقنا إلى تطبيقات مبادئ الحوكمة في إنشاء المؤسسات المصغرة الممولة في إطار الوكالة الوطنية لدعم وتنمية المقاولاتية، مستعينين بمجموعة من الاحصائيات والبيانات بهدف التوصل إلى ما مدى تطبيق مبادئ الحوكمة من أجل تحقيق المقاربة الاقتصادية، الذي اصبح توجه الوكالة الجديد بوضع استراتيجية هدفها خلق الثروة، بدلا من التركيز فقط على الجانب الاجتماعي.

In modern economies, micro-enterprises have taken a strong position based on the vital role they play in achieving sustainable development, creating job opportunities and eliminating unemployment. However, the establishment of this type of mini-enterprises in the economic environment, especially in developing countries such as Algeria, is hampered by many challenges and obstacles that make it The possibility of achieving its basic goals is difficult, especially if they are related to achieving the real economic approach. In order to achieve this economic approach, our study centered on the application of governance principles in the procedures taken to establish micro-enterprises within the framework of the National Agency for Entrepreneurship Support and Development. As a case study, we tried to answer the main problem that revolved around the role of applying governance principles in establishing micro-enterprises to achieve the economic approach, highlighting this. The importance and characteristics of micro, small and medium enterprises. And their financing programs approved in Algeria. We also touched on the applications of governance principles in establishing micro-enterprises financed within the framework of the National Agency for Entrepreneurship Support and Development, using a set of statistics and data with the aim of arriving at the extent to which governance principles are applied in order to achieve the economic approach, which has become the agency’s new direction by developing a strategy aimed at creating wealth, instead of Than to focus only on the social aspect.
