التعامل الرقمي ودوره في عصرنة مجال الصفقات العمومية في الجزائر

Abstract

أصبح التعامل الرقمي ضرورة حتمية تفرضها التغيرات التكنولوجية الحديثة، لاسيما في مجال الصفقات العمومية، الذي يعد من أبرز ميادين الإنفاق العام وأكثرها عرضة لمظاهر الفساد وسوء التسيير. وقد سعت الجزائر في السنوات الأخيرة إلى إدماج الرقمنة في هذا المجال بهدف تحقيق الشفافية، والرفع من فعالية الأداء الإداري، وتقليص آجال المعالجة والتكلفة. غير أن نجاح هذه الآليات يصطدم بعدة تحديات، من أبرزها ضعف البنية التحتية الرقمية، ونقص التأهيل البشري، إلى جانب الحاجة إلى تنسيق فعال بين مختلف الفاعلين. وعليه، فإن دعم التعامل الرقمي في مجال الصفقات العمومية يتطلب إصلاحات مؤسساتية وقانونية شاملة لضمان الانتقال الفعلي نحو إدارة إلكترونية فعالة وشفافة.

Digital transformation has become an imperative necessity imposed by modern technological developments, particularly in the field of public procurement, which represents one of the most significant areas of public expenditure and is highly vulnerable to corruption and mismanagement. In recent years, Algeria has sought to integrate digitalization into this sector in order to enhance transparency, improve administrative performance, and reduce processing time and costs. However, the success of these mechanisms faces several challenges, most notably the weakness of digital infrastructure, lack of human resource training, and the need for effective coordination among different actors. Therefore, supporting digital transformation in public procurement requires comprehensive institutional and legal reforms to ensure a real transition toward an effective and transparent e-governance system.
