دور أليات الدعم في ترقية المرأة المقاولة في الجنوب دراسة حالة الوكالة الوطنية لتسيير القرض المصغرة angem ورقلة 2005 - 2024

Abstract

تهدف هاته الدراسة إلى إبراز أهمية دعم وترقية المرأة المقاولة في الجنوب الجزائري والتعرف على أهم التحديات التي تواجهها ،ومن أجل تحقيق ذلك حاولنا تناول أبعاد الموضوع،بدءاً من التعرف على أهم السياسات العامة المنتهجة من طرف الحكومة لتحقيق التمكين الاقتصادي للمرأة وترقية دورها في جميع المستويات،و وجدنا أن الجزائر بذلت عدة جهود من خلال التشريعات الوطنية والمعاهدات الدولية التي صادقت عليها وصولاً لوضع آليات وأجهزة مؤسساتية من أجل تنفيذ ومتابعة البرامج،حيث أفرزت الدراسة الميدانية التي أجريناها على مستوى الوكالة الوطنية لتسير القرض المصغر ANGEM بورقلة الدور المحوري الذي تلعبه هذه الآليات ،إذ ساهمت بشكل فعال في دعم و تمويل المرأة المقاولة ،من خلال تبسيط الإجراءات وتقديم الدعم المالي والفني الذي مكن العديد من النساء من إنشاء مشاريع مدرة للدخل ما عزز من مساهمتهن في التنمية المحلية وخلق فرص عمل،إلا أنها لا تزال تواجه عدة عوائق أبرزها الاجتماعية والثقافية ،بلإظافة إلى بعض الصعوبات الإدارية والإجرائية ،ما يتطلب تبني سياسة شاملة ومستدامة تعزز من فعالية الهيئات الداعمة للمرأة المقاول

This study aims to highlight the importance of supporting and promoting female entrepreneurship in southern Algeria, as well as identifying the main challenges faced by women entrepreneurs. To achieve this, we explored various dimensions of the topic, beginning with an examination of the key public policies adopted by the government to ensure women's economic empowerment and enhance their role at all levels. The findings indicate that Algeria has made significant efforts through national legislation and the ratification of international treaties, in addition to establishing institutional mechanisms to implement and monitor relevant programs. The field study conducted at the National Agency for the Management of Microcredit (ANGEM) in Ouargla revealed the pivotal role played by these mechanisms. ANGEM has actively contributed to supporting and financing women entrepreneurs by simplifying procedures and providing both financial and technical assistance. This support has enabled many women, especially in rural areas, to launch income-generating projects, thereby enhancing their contribution to local development and job creation. However, despite these achievements, women entrepreneurs still face numerous obstacles, most notably social and cultural barriers, along with administrative and procedural difficulties. This situation calls for the adoption of a comprehensive and sustainable policy that enhances the effectiveness of support mechanisms and ensures genuine empowerment of women entrepreneurs.

Cette étude vise à mettre en évidence l'importance du soutien et de la promotion de la femme entrepreneure dans le sud de l'Algérie, ainsi qu'à identifier les principaux défis auxquels elle est confrontée. Pour ce faire, nous avons abordé plusieurs dimensions du sujet, en commençant par l'analyse des politiques publiques mises en place par le gouvernement pour assurer l'autonomisation économique des femmes et renforcer leur rôle à tous les niveaux. Les résultats montrent que l'Algérie a consenti des efforts considérables à travers des législations nationales, la ratification de traités internationaux, ainsi que la mise en place de mécanismes et d’institutions chargés de mettre en œuvre et de suivre les programmes. L'enquête de terrain menée au niveau de l’Agence Nationale de Gestion du Microcrédit (ANGEM) à Ouargla a révélé le rôle central de ces mécanismes. L’ANGEM a activement contribué au soutien et au financement des femmes entrepreneures en simplifiant les procédures et en offrant un accompagnement financier et technique. Ce soutien a permis à de nombreuses femmes, notamment en milieu rural, de créer des projets générateurs de revenus, renforçant ainsi leur contribution au développement local et à la création d’emplois. Cependant, malgré ces avancées, les femmes entrepreneures continuent de faire face à plusieurs obstacles, principalement d’ordre social et culturel, ainsi qu’à certaines difficultés administratives et procédurales. Cela nécessite l’adoption d’une politique globale et durable visant à renforcer l’efficacité des dispositifs de soutien et à assurer un véritable empowerment des femmes entrepreneures.
