Abstract

تناولنا في هذه الدراسة بحثا وصفيا ومسحيا لمفهوم سبر الآراء واستطلاع الرأي العام، من خلال توضيح الصورة العامة للمفهومين، مــــــن خلال دراسة نظرية تطرقنا فيها لاستطلاعات الرأي العام وما يتضمنه من معلومات تندرج ماهـــــيته في الإطار المفاهيمي العام لــه، وكــــذا دراســــة نظـــــريـــــة لمــاهيـــة سبر الآراء والتطرق إلى أهم ما تحتوي عليه العملية قيد الدراسة، خاتمين دراستنا من خلال دراسة ميدانية حاولنا فيها الوصول إلى اكبر عدد من الأحزاب السياسية الناشطة على مستـــــــوى ولايــــة ورقـــلــــة، (المجلس الشعبي البلدي- المجلس الشعبي الولائي- المجلس الشعبي الوطني)، كل وانتماؤه الحزبي، وهذا من اجل الاستفادة من خبراتهم في هذا المجال وتوظيفها في دراساتنا العلمية المستقبلية . حيث توصلنا إلى نتيجة مفادها أن عملية سبر الآراء هي جزء أو تقنية من استطلاعات الرأي العام تجمع فيها المعلومات والبيانات من قبل فئة مختصة تسعى من خلالها لوضع تنبؤات مستقبلية حول توجهات الرأي العام تجاه قضية أو ظاهرة معينة. كمــــــا أن لــــتـقــنـيــــة سبر الآراء واستطلاعات الرأي تأثيــــــر مهم في صنع القرارات السياسيـــــة التي من شأنـــــها التأثيــر على حياة الأفراد في بقية المجالات ، وتوجيههم نحو إبداء آرائهم دون خوف أو خلفيات لما يخدم الصالح العام، ولعل أبرز ما يغيب ثقافة ( إبداء الرأي – حسب رأيي هو الغياب تقريبا التام لتداول هذا المصطلح) وغياب مراكز أو مؤسسات لها صدى في هذا التخصص .

This study offers a comprehensive examination of the concept and dynamics of public opinion and opinion polling. It begins by establishing a conceptual framework that clarifies the theoretical foundations of public opinion surveys, their objectives, and the nature of the data they produce. The research also explores the conceptual and methodological approaches underpinning the study of public opinion, examining various models and tools employed to understand and measure its evolution over time, A substantial portion of the study is devoted to an applied case study aimed at identifying the principal determinants influencing public opinion. This investigation focuses on politically active regions, particularly the Provincial Council, the Municipal People's Council, and the National People's Council. These entities were selected to represent different levels of political engagement, with the objective of drawing insights that can enhance the utility of opinion polling as both a predictive and diagnostic tool. The findings reveal that opinion polling extends beyond the mere collection of data; it functions as a critical analytical process that enables the systematic collection and interpretation of information from specific demographic groups. This process facilitates the anticipation of potential shifts in public attitudes and offers informed perspectives on particular issues or social phenomena. The study also highlights the significant role of public opinion and polling in influencing political decision-making, emphasizing their impact on individuals’ lives, choices, and social orientations. Furthermore, it reaffirms the value of public opinion as a means of articulating collective interests free from fear or distortion. Notably, the study finds that youth constitute the most responsive demographic to these mechanisms, driven by a growing awareness of the importance of expressing their views. This occurs despite the limited presence of institutional frameworks or centers dedicated to supporting such practices.

Dans ce travail, nous avons abordé et défini le concept de « l’opinion publique" et les sondages » à travers une présentation générale de ces concepts .Nous avons étudié leurs théories, ce qu’ils impliquent comme informations, leurs résultats, et la théorie qui les encadre. Nous avons également étudié la signification du terme et son importance dans la vie politique. Cette étude repose sur une base théorique solide, et examine l’importance de la participation politique active au niveau de l’État et de la société. Nous avons également tenté d’analyser l’influence des sondages d’opinion publique sur les partis politiques (en particulier les partis politiques présidentielles), en nous appuyant sur des résultats concrets. Ceci afin de comprendre le rôle des sondages d’opinion publique dans le processus décisionnel politique, ce qui constitue une base sur laquelle reposeraient nos études futures concernant les domaines dans lesquels les sondages peuvent servir comme outil de mesure de l’orientation de l’opinion publique sur une question ou un phénomène donné. Nous avons également mis en évidence l’importance des sondages d’opinion et leur influence dans la prise de décision politique, qui touche à la vie quotidienne des citoyens, et leur donne une compréhension non biaisée de la réalité, sans craindre ce que pourrait cacher l’avenir. Cela montre le rôle majeur des sondages d’opinion dans l’élaboration des politiques publiques et leur impact sur les décisions politiques et la direction de l’opinion publique, en l'absence d'autres institutions ou acteurs dans ce domaine de spécialisation. .
