واقع تطبيق الحوكمة الرقمية في القطاع الصحي دراسة ميدانية حول DEM في المؤسسة الإستشفائية المتخصصة الأم والطفل بورقلة

Abstract

تهدف الدراسة إلى فهم وتحليل واقع الحوكمة الرقمية في المؤسسة الإستشفائية الأم والطفل بورقلة، وهذا بتطبيق الملف الطبي الإلكتروني من خلال الإجابة على التساؤل الرئيسي المتمثل في: ما ملامح واقع الحوكمة الرقمية في المؤسسة الإستشفائية المتخصصة الأم والطفل بورقلة من خلال تجربة نظام الملف الطبي الإلكتروني DEM.DZ؟ حيث تم إعتماد منهج البحث الميداني وملاحظات ميدانية مع إجراء مقابلات لجمع البيانات من عينة قصدية نموذجية قدر عددها ب 11 مفردة من الفاعلين مع النظام بمختلف الوظائف والمصالح، وتوصلت الدراسة إلى النتائج الالية:  تكيف الحوكمة الرقمية داخل المؤسسة الإستشفائية محدود ويظهر بشكل جزئي في النسق البشري والتقني، أما النسقين التنظيمي والأمني يعكس إختلال في لقدرتهم على الإستجابة لمتطلباتها.  يؤدي نظام الملف الطبي الإلكتروني وظائف لضبط سير العمل لطاقم الطبي والإداري في تحسين التسيير الصحي إلا أنه ظهرت وظائف مخفية أثرت سلبا على الفاعلين.  الإختلال الوظيفي أفضى إلى صعوبات في إدماج الحوكمة الرقمية بتطيق نظام الملف الطبي الإلكتروني.

The study aims to understand and analyze the reality of digital governance in the mother and child hospital in Ouargla ,by applying the electronic medical file,by answering the main question : What are the features of reality of digital governonce in the specialized hospital institution mother and child in Ouargla trough the experience of the electronic medical file system DEM.Dz ؟ the field research method and field observation were adaptad,along with interviews to collect data from a typical intentional sample of11 individuals active with the regime in varioys functions and interests ,the study reached the Following resuls :  Digital governance has not adapted to its requirement of the organizational, human, security, and technical system, and theratens the satabilityand balance of the institutionel structure.  The electronic medical file system performs functions to control the workflow of the medical and administrative staff improving health management, but hidden functions have emerged that negativelyaffected the actors.  Dysfunction has led to difficulties in integrating digital governance into the electronic medical file system
