Abstract

تعتمد الدولة على العقار الاقتصادي و توجهه لإنجاز المشاريع الاستثمارية الأمر الذي استدعى منحه بعقلانية وفقا لكيفيات تعكس دولة القانون الاقتصادي لذا صدر القانون 23-17 مُشبع بالعديد من الآليات أبرزها الرقمنة كألية فعالة تضمن بها الدولة شفافية أوسع على مختلف مراحل و اجراءات منح العقار الاقتصادي. و تتجسد الرقمنة من خلال خدمة طلبات منح العقار على مستوى المنصة الرقمية للمستثمر و اعتبارها السبيل الاوحد للتسجيل و الاتصال بالوكالة الجزائرية لترقية الاستثمار و هذا لإضفاء طابع رقمي للإجراءات و القضاء على الطابع المادي و الحد من السلبيات و البيروقراطية السابقة التي كانت تحيط بالعقار و الاستثمار على حد السواء. The State relies on economic real estate to undertake investment projects, which necessitates its allocation rationally in accordance with methods that reflect the rule of economic law. As a result, Law 23-17 was enacted, incorporating various mechanisms, the most prominent of which is digitalization as an effective means that ensures broader transparency at various stages and procedures for granting economic real estate. Digitalization is manifested through the service for submitting requests for the allocation of real estate on the investor’s digital platform, which is considered the sole means for registration and communication with the Algerian Agency for Investment Promotion. This approach aims to provide a digital character to procedures, eliminate physical processes, and reduce previous negative aspects and bureaucracy surrounding both real estate and investment
