| Abstract: | This study aims to examine the status of the minister within the Algerian political system,particularly given that most constitutions and scholarly research tend to focus on the President of the Republic and the Prime Minister, often overlooking the minister’s role. The study explores the definition of the minister, his classifications, the criteria for determining his ministerial jurisdiction, the procedures for selecting and appointing ministers, and the respective roles of Parliament and the President of the Republic in these processes. It also investigates the minister’s powers and his function within the Algerian political system. The minister represents the highest administrative authority within his ministry and assumes a dual role—both political and administrative. He is a political figure by virtue of his membership in the government, and an administrative authority within his ministry. He is responsible for formulating and implementing the policies of his ministry in line with the general policy of the state. In this capacity, he participates in cabinet meetings and government sessions, oversees the internal organization of his ministry, coordinates the activities of its administrative units, and represents the state in his respective sector |
