Maghreb civil society's role in policy-making: a conceptual approach دور المجتمع المدني المغاربي في رسم السياسة العامة: مقاربة مفاهيمية

Abstract

يركز هذا المقال على مسألة في غاية الأهمية تتمثل في دراسة المجتمع المدني، وفق مقاربة مفاهيمية تسلط الضوء على دوره في سياق استجابة الدول المغاربية لمقاربة الحكامة في رسم السياسات العامة، باعتباره فاعلا يضطلع بمهام الاستشارة، التخطيط والتنفيذ، بفضل قدرته على نقل مطالب القاعدة الشعبية وتحويلها إلى مخرجات للنظام السياسي. حيث نبدأ بالبناء المعرفي للمجتمع المدني والسياسة العامة، ثم الانتقال إلى تبيان العلاقة بين الدولة والمجتمع المدني، وإبراز علاقة التأثير في صنع السياسة العامة في دول المغرب العربي ما أوصلنا إلى نتائج أبرزها أن المجتمع المدني، في الدول المغاربية لا يزال في مراحله الأولى من عدم الاستقرار والصراع مع النظام، حيث تقيد الممارسات السلطوية دوره. Abstract: This article focuses on the most important issue of the study of civil society, in accordance with a conceptual approach that highlights its role in the context of Maghreb countries' response to the approach of governance in policy-making, as an actor who carries out the tasks of consulting, planning and implementing, thanks to its ability to convey the demands of the grass-roots and turn them into outcomes of the political system. We begin by building the knowledge of civil society and public policy, then moving on to clarify the relationship between the state and civil society, and highlighting the relationship of influence in public policy making in the Maghreb countries, which has led us to the most important conclusions that civil society, in the Maghreb countries, is still in its early stages of instability and conflict with the regime, where authoritarian practices restrict its role.
