أثر الرقمنة على جودة الخدمات العمومية دراسة ميدانية لعينة من العاملين بمؤسسة بريد الجزائر ـ الوحدة الولائية توقرت

Abstract

تهدف هذه الدراسة إلى تقييم أثر الرقمنة على جودة الخدمات العمومية بالمؤسسة بريد الجزائر - الوحدة الولائية توقرت - خلال 2026 من خلال إبراز مساهمة تطبيق الرقمنة في تحسين جودة الخدمات المقدمة للمواطنين، وتأتي أهمية الدراسة مع تزايد الاعتماد على الرقمنة كأداة لتحسين فعالية وكفاءة المؤسسات العمومية، حيث انطلقت الدراسة من إشكالية مفادها إلى أي مدى أثرت الرقمنة في تحسين جودة الخدمات العمومية بالمؤسسة بريد الجزائر - الوحدة الولائية توقرت؟ ولتحقيق أهداف الدراسة، تم الاعتماد على المنهج الوصفي التحليلي، بحيث تم استخدام المقابلة، الاستبيان والملاحظة العلمية والوثائق كأداة لجمع البيانات، ووزعت الاستبيانات على عينة عشوائية بسيطة مكونة من 40 عامل في المديرية بريد الجزائر - الوحدة الولائية توقرت -، تم تحليل البيانات باستخدام برنامج SPSS من خلال حساب المتوسطات الحسابية، الانحرافات المعيارية، معاملات الارتباط وتحليل الانحدار المتعدد، بحيث توصلت الدراسة إلى مجموعة من نتائج أهمها: أن الرقمنة تلعب دورا مهما في تحسين جودة الخدمات العمومية بالإضافة إلى وجود علاقة طردية قوية بين الرقمنة وجودة الخدمات العمومية، وأن توجه نحو الرقمنة ساعد في مرونة تبادل المعلومات وسرعة في إنجاز الأعمال. واستنادا إلى هذه النتائج، تم تقديم عدة توصيات لمؤسسة بريد الجزائر - الوحدة الولائية توقرت - من أجل تحسين جودة خدماتها العمومية عبر الاستفادة من كل جوانب الرقمنة أو تكنولوجيا المعلومات والاتصال ويتضمن ذلك تحسين الأجهزة والشبكات، البرمجيات وتدريب الموظفين

This study aims to evaluata the impact of digitalization on the quality of public services at Algeria Post - Touggourt Provincial Unit - in 2026 by highlighting the contribution of digitalization to improving the quality of services provided to citizens. The study's importance stems from the increasing reliance on digitalization as a tool to improve the effectiveness and efficiency of public institutions. The study begins with the question: To what extent has affected digitalization contribute to improving the quality of public services at Algeria Post - Touggourt Provincial Unit? To achieve the study's objectives, a descriptive-analytical approach was adopted. Interviews, questionnaires, scientific observation, and document analysis were used as data collection tools. Questionnaires were distributed to a simple random sample of 40 employees at the Algeria Post Directorate – Touggourt Provincial Unit. Data were analyzed using SPSS software, calculating means, standard deviations, correlation coefficients, and multiple regression analysis. The study yielded several key findings, including: digitization plays a significant role in improving the quality of public services; a strong positive correlation exists between digitization and service quality; and the move towards digitization has facilitated more flexible information exchange and faster task completion. Based on these findings, several recommendations were made to the Algeria Post Directorate – Touggourt Provincial Unit – to improve the quality of its public services by leveraging all aspects of digitization and information and communication technology. This includes upgrading equipment and networks, software, and providing employee training.
