تقييم كفاءة الجماعات المحلية في تسيير المساجد باستخدام مغلف البيانات (DEA) "دراسة تطبيقية لبعض الدوائر بولايتي ورقلة و تقرت خلال الفترة الزمنية (2019_2023)"

Abstract

هدفت الدراسة إلى تقييم كفاءة أداء الجماعات المحلية في تسيير المساجد لبعض دوائر ولايتي ورقلة وتقرت خلال الفترة (2019 إلى 2023)، مع التركيز على تقييم كفاءة الأداء قبل وبعد التقسيم الإداري للولايتين. اعتمدت الدراسة على منهج دراسة الحالة لقياس مستوى (الكفاءة التقنية؛ غلة الحجم؛ التحسينات المطلوبة)، والمنهج التحليلي لتحليل نتائج الدراسة، بالإضافة إلى المنهج التجريبي لتناسبه مع منهجية IMRAD، ولتحقيق أهداف الدراسة تم جمع البيانات باستخدام أداة المقابلة، ووثائق مديرية الشؤون الدينية المعنية بالدراسة، وتم تحليل هذه البيانات باستخدام نموذج CCR-O (غلة الحجم الثابتة) ذو التوجه المخرجي وفق برنامج تحليل مغلف البيانات (DEA)، أظهرت النتائج وجود تباين واضح في مستويات الكفاءة التقنية بين الدوائر (سيدي خويلد ،تقرت) في سنتي 2021 و2023، مع تحسن تدريجي في الأداء بعد التقسيم الإداري، لكن دائرة (حاسي مسعود) ما تزال تعاني من ضعف في استغلال الموارد ونقص في الكفاءات الإدارية، كما بينت الدراسة أن المقارنة المرجعية التي اعتمد عليها النموذج كشفت وجود قيم راكدة، ما يشير إلى إمكانيات كبيرة للتحسين وذلك بإعادة توزيع الموارد وتطوير مهارات التسيير.

The study aimed to evaluate the efficiency of local authorities' performance in managing mosques across selected districts in the provinces of Ouargla and Touggourt from 2019 to 2023. It focused on assessing performance efficiency before and after the administrative division of the studied districts. The study employed the case study method to measure (technical efficiency, returns to scale, and required improvements), the analytical method to analyze the results, and the experimental method for its compatibility with the IMRAD methodology. To achieve the study's objectives, data were collected through interviews and documents from the relevant Directorate of Religious Affairs. These collected data were analyzed using the output-oriented CCR-O model (Constant Returns to Scale) via Data Envelopment Analysis (DEA) software. The results revealed a clear variation in technical efficiency levels between the districts (Sidi Khouiled and Touggourt) in 2021 and 2023, with a gradual improvement in performance following the administrative division. However, the Hassi Messaoud district continues to suffer from poor resource utilization and a lack of administrative competencies. Furthermore, the study indicated that the benchmarking used in the model uncovered slacks, pointing to significant potential for improvement through resource redistribution and the development of management skills.
