دور تطبيق معايير الصحة والسلامة المهنية في التقليل من تكاليف التأمين على حوادث العمل "دراسة حالة شركة الوطنية لاشغال الابار ENTP 2015 -2025 "

Abstract

هدفت هذه الدراسة إلى تسليط الضوء على دور تطبيق معايير الصحة والسلامة المهنية في التقليل من تكاليف التأمين بشركة ENTP خلال الفترة الممتدة من 2015 إلى 2025. وقد سعت الدراسة بشكل أساسي إلى تبيان كيف يساهم الالتزام بالمعايير الوقائية الدولية والإنفاق الموجه لمعدات الحماية والرقابة في خفض معدلات حوادث العمل وما ينجر عنها من أعباء مالية تأمينية. اعتمدنا في هذه الدراسة على المنهج الوصفي في جانبها النظري للإحاطة بالمفاهيم المتعلقة بالصحة والسلامة المهنية ونظم التأمين. أما في الجانب التطبيقي، فقد تم اتباع المنهج الكمي التحليلي، وذلك من خلال جمع البيانات المالية والإحصائية للشركة الوطنية لأشغال الآبار (ENTP) ومعالجتها باستخدام الأدوات القياسية بالاعتماد على نموذج الانحدار الخطي البسيط بهدف قياس أثر المتغيرات خلال الفترة (2015-2025) أظهرت نتائج الدراسة أن التكامل بين تكوين العمال والرقابة الميدانية كان حاسماً في ضمان الالتزام بمعايير السلامة، حيث أثبتت الأرقام وجود علاقة عكسية واضحة أدت فيها زيادة ميزانية الوقاية إلى خفض ملموس في عدد حوادث العمل. وفي المقابل، كشف التحليل القياسي عن علاقة طردية استثنائية بين الميزانية وتكاليف التعويضات، بررتها الدراسة بالتأخير الإداري والفجوة الزمنية في تسوية ملفات الحوادث القديمة من طرف هيئات التأمين.

This study aims to highlight the role of implementing occupational health and safety standards in reducing insurance costs at ENTP during the period from 2015 to 2025. The study primarily seeks to demonstrate how commitment to international preventive standards, along with expenditure directed toward protective equipment and monitoring, contributes to reducing occupational accident rates and their subsequent financial insurance burdens. In this study, we adopted the descriptive approach for the theoretical framework to cover concepts related to occupational health, safety, and insurance systems. For the practical part, a quantitative analytical approach was followed by collecting financial and statistical data from the National Well Services Company (ENTP) and processing it using econometric tools. This was based on a simple linear regression model to measure the impact of variables during the period (2015-2025). The results showed that the integration between worker training and field monitoring was crucial in ensuring compliance with safety standards. The figures demonstrated a clear inverse relationship, where increased prevention budgets led to a significant reduction in the number of occupational accidents. Conversely, the econometric analysis revealed an exceptional positive relationship between the budget and compensation costs, which the study attributed to administrative delays and the "time lag" in settling old accident files by insurance authorities.
