This study aimed to analyze the mechanisms for embodying governance principles in public procurement, in accordance with Law No. 23-12, which includes the general rules for public procurement and introduced fundamental reforms to address the problems arising from Decree No. 15-247, which regulates public procurement. This study relied on the recommendations of the OECD's 2019 report, in which the organization called on Algeria to amend its legal framework for public procurement and align it with the organization's Integrity Guide, which is an international reference for public procurement governance. This study employs both descriptive and analytical methods to analyze the legal texts of Law No. 23-12 and compare it with Decree 15-247 and the OECD's Integrity Principles. It also relies on a case study of a public procurement contract concluded by the Directorate of Public Works of the Wilaya of Ouargla to analyze all stages of its conclusion and execution. Furthermore, interviews with public procurement officials were conducted to assess the extent to which the governance principles established by the legislator are embodied in administrative practices and their impact on the efficiency of public procurement. The study reached the following conclusions:  Law No. 23-12 includes explicit mechanisms for enshrining governance principles in public procurement; however, their application in practice remains partial and uneven across the stages of needs assessment, publicity, evaluation, and execution.  Weak transparency and digitalization contribute to reducing the effectiveness of integrity principles in public procurement, despite the reforms introduced by Law No. 23-12. Inadequate human resource training and ineffective oversight mechanisms limit the level of procurement governance in the public administrations under study.
