The study aims to highlight the role of e-governance in improving public services at the Office for Property Development and Management in Ouargla, by analysing the principles on which it is based, the extent of its success, and the challenges it faces that hinder its implementation, within the framework of digital transformation in Algeria, based on (transparency, inclusion and participation, efficiency and effectiveness, competitive knowledge, providing the best services to citizens and accountability) as dimensions of the independent variable e-governance, and (equality, sustainability and continuity, development, relative free access, inclusivity and effectiveness) as dimensions of the dependent variable public service. We adopted a descriptive approach to study the subject and conducted a case study using a questionnaire to collect data, and SPSS version 25 to statistically process and analyse the study results. We distributed 100 copies of the questionnaire to a convenient sample comprising civil servants and members of the public, of which 85 were returned, including 80 valid questionnaires. Following statistical processing and analysis of the study, we concluded that there is a positive correlation between the implementation of e-governance and the improvement of public service, which has a statistically significant positive impact, particularly with regard to the dimensions of ‘efficiency and effectiveness’ and ‘transparency’. It also emerged that individuals’ assessment of public service does not vary across the dimensions studied, with the exception of citizens who visit the Office most frequently, who gave the highest ratings, reflecting the role of their accumulated experience. The study also revealed a genuine gap between the availability of digital platforms and their actual under-utilisation, due to human and organisational challenges such as a lack of awareness campaigns, poor digital literacy, and resistance to change, which limit the overall effectiveness of e-governance.
