أثر المناولة في تحسين جودة الخدمات البترولية دراسة تطبيقية مجمع بير السبع سوناطراك

Abstract

تناولت هذه الدراسة أثر إستراتيجية المناولة في تحسين جودة الخدمات البترولية، مع التركيز على دراسة حالة مجمع بئر السبع التابع لمجموعة سوناطراك بالجزائر. انطلقت الإشكالية من ضرورة فهم كيف يمكن للاعتماد على جهات خارجية متخصصة أن يعزز معايير الأداء والاحترافية في قطاع حساس كقطاع المحروقات. اعتمدت الدراسة على المنهج الوصفي التحليلي، حيث شمل الجانب النظري تأصيلاً لمفاهيم المناولة وجودة الخدمة، بينما اعتمد الجانب الميداني على المقابلات نصف المُهيكلة مع مهندسي وإطارات مديرية هندسة الإنتاج بالمجمع. توصلت الدراسة إلى مجموعة من النتائج أهمها: أن المناولة تُعد خياراً استراتيجياً لا غنى عنه لضمان استمرارية العمليات المعقدة، وأن هناك علاقة ارتباطية إيجابية بين دقة اختيار المناولين وتحسن جودة الخدمة، خاصة في المجالات عالية التقنية. كما أظهرت النتائج تفوق الشركات الأجنبية في الالتزام بمعايير الجودة العالمية (HSE, ISO)، مقابل ميزة تنافسية في التكلفة للشركات الوطنية. واختتمت الدراسة بتقديم توصيات تهدف إلى تحسين آليات الرقابة وتفعيل عقود الأداء لضمان استدامة الجودة والسلامة.

This study examines the impact of outsourcing strategy on improving the quality of petroleum services, focusing on the Bir Seba Field (GBRS) of the Sonatrach Group in Algeria. The research problem addresses how relying on specialized external contractors can enhance performance standards and professionalism in a sensitive sector like hydrocarbons. The study adopted a descriptive-analytical approach; the theoretical framework conceptualized outsourcing and service quality, while the field study relied on semi-structured interviews with engineers and managers from the Production Engineering Directorate at the complex. The findings indicate that outsourcing is an indispensable strategic choice for ensuring the continuity of complex operations. Results confirmed a positive correlation between the rigorous selection of contractors and improved service quality, particularly in high-tech areas. Furthermore, the results highlighted the technical superiority of international companies in adhering to global quality standards (HSE, ISO), compared to the cost-competitive advantage of national companies. The study concludes with recommendations aimed at enhancing oversight mechanisms and implementing performance-based contracts to ensure sustainable quality and safety.
