Abstract

يتوقف نجاح أو فشل المنظمة على مدى قدرتها على تحقيق رسالتها وغاياتها وأهدافها ,وهذا يتطلب وضع إستراتيجية معينة والسعي لتنفيذها في ظل التغيرات المختلفة المحيطة بالمنظمة , و الوسيلة الوحيدة أمام المنظمة لمتابعة تنفيذ إستراتيجيتها أو تعديلها هي قيامها بعملية الرقابة الإستراتيجية , حيث تهدف الرقابة الإستراتيجية إلى المعرفة مدى نجاح تنفيذ الإستراتيجية في ضوء ما تم تصميمه مسبقا والتأكيد على أن الإستراتيجية المنفذة هي المقصودة أن تنفيذ الإستراتيجية يؤدي إلى النتائج المطلوبة, وترتبط الرقابة الإستراتيجية بعلمية تقيم الإستراتيجية الحالية التي عجزت عن تقيمها الأساليب التقليدية في مراقبة تنفيذ الإستراتيجية حيث كانت تعتمد كثيرا على المؤشرات المالية التي لم يعد بإمكانها إعطاء صورة حقيقية عن مدى نجاعة الإستراتيجية من قبل العالمان كابلان ونورتن ذات المنظورات الأربعة: المنظور المالي و المنظور العلميات الداخلية والمنظور الزبائن العملاء المنظور التعلم والنمو,- كما أضيف لها محور البيئة مؤخرا – مدخل لترجمة الاتجاه الاستراتيجي إلى أنشطة وتسعى أيضا لتحقيق التوازن بين مجموعة من العوامل المتعارضة.
