تقييم دور حاضنات الأعمال في دعم المؤسسات الصغيرة والمتوسطة دراسة حالة مشتلة المؤسسات لولايــة ورقلـــة

Abstract

هدف هذه الدراسة إلى إبراز واقع حاضنات الأعمال و ما تلعبه من دور مهم في دعم المؤسسات الصغيرة و المتوسطة ، حيث يتمثل هذا الدعم في تقديم خدمات فنية و إدارية عن طريق استراتيجيات محكمة تتوافق مع نشاطات هذه الأخيرة ، كما تلعب دور مهم كوسيط فعال بين المؤسسات الصغيرة و المتوسطة و الهيئات الحكومية و مراكز التمويل , والمساهمة في كل ما يحدد نجاح هذه المؤسسات التي بدورها تساهم في دفع عجلة التنمية الاقتصادية و الاجتماعية للبلد من خلال قدرتها على النمو و توليد الدخل و توفير فرص العمل و خلق إمكانيات تنافسية محلية و دولية. تناولت الدراسة تقييم دور حاضنات الأعمال في دعم المؤسسات الصغيرة والمتوسطة حيث قمنا بدراسة تطبيقية ميدانية لحالة مشتلة المؤسسات لولاية ورقلة الجزائر. و قمنا باتباع المنهج الوصفي التحليلي و اجراء عدة مقابلات تحتوي مجموعة من الأسئلة التي كانت اجابتها عبارة عن تصريحات مباشرة و معطيات ووثائق تخدم أهداف هذه الدراسة و تم عرضها في الجانب التطبيقي ، وأظهرت لنا عدد من النتائج نذكر من أهمها: تساهم مشتلة المؤسسات او الحاضنة بدور مهم وفعال في إنشاء وتكوين المؤسسات الصغيرة والمتوسطة وتعمل أيضا على تأهيل وتكوين أصحاب المشاريع من خلال مجموعة من النشاطات والفعاليات التي تقدمها لهم بالإضافة إلى سعيها في تخفيف حدة العراقيل التي تواجه أصحاب المؤسسات من أجل تجسيد مشاريعهم في أقل فترة ممكنة.

This study aims to highlight the reality of business incubators and the important role they play in supporting small and medium enterprises. Where this support is represented in the provision of technical and administrative services through tight strategies compatible with the activities of this latter, It also plays an important role as an effective mediator between small and medium enterprises, government agencies and financing centers, and it contribute to everything that determines the success of these enterprises, which in turn contribute to advancing the economic and social development of the country through their ability to grow, generate income, provide job opportunities, and create local and international competitive capabilities. The study dealt with evaluating the role of business incubators in supporting small and medium enterprises, it’s applied on the case of OUARGLA’s Incubator, ALGERIA. We have followed the analytical descriptive approach and we have conducted several interviews containing a set of questions whose answers were direct statements, data, and documents that serve the objectives of this study. And it was presented in the applied side. And it showed us a number of results, the most important of which we mention here: The enterprise incubator plays an important and effective role in the establishment and formation of small and medium enterprises, it also works to rehabilitate and train entrepreneurs through a range of activities and events that it offers to them, In addition to its endeavor to mitigate the obstacles facing business owners in order to materialize their projects in the shortest possible period.
