أثر الإدارة الالكترونية على الأداء التنظيمي للبلديات دراسة ميدانية في بلديات دائرة تماسين – ولاية توقرت

Abstract

هدفت الدراسة إلى معرفة أثر الادارة الالكترونية على الأداء التنظيمي للبلديات، دراسة ميدانية ببلديات دائرة تماسين-ولاية توقرت، انطلاقا من إشكالية الدراسة مفادها ما مدى تأثير تطبيق الإدارة الالكترونية على الأداء التنظيمي لبلديات دائرة تماسين -ولاية توقرت، ولتحقيق أغراض الدراسة تم الاعتماد على المنهج الوصفي التحليلي واستخدام الاستبانة كأداة رئيسية لجمع المعلومات بالاضافة إلى المقابلة الشفوية و الملاحظة والوثائق الرسمية، وقد اقتصرت عملية التوزيع على أسلوب العينة العشوائية البسيطة بلغ تعدادها ( 90) مفردة من الموظفين ببلديتي تماسين و بلدة عمر، استرجعت منها (80) صالحة للمعالجة الإحصائية باستخدام برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS) نسخة 27، خلصت الدراسة إلى عدة نتائج أبرزها عدم توفر متطلبات تطبيق الإدارة الالكترونية بالقدر الكافي وبما يتماشى مع التطور واحتياجات الموظفين والعمل من وجهة نظرهم، و هذا يقابله مستوى متوسطاً للأداء التنظيمي للبلديات بمتوسط حسابي قدره (2,89) و انحراف معياري (0,84) ، كما وجدنا أن العلاقة الإرتباطية بين الإدارة الالكترونية كمتغير مستقل والأداء التنظيمي للبلديات كمتغير تابع هي علاقة طردية قوية، وتوصلنا إلى وجود أثر ذو دلالة إحصائية بين الإدارة الإلكترونية و الأداء التنظيمي للبلديات حيث أن (63,9%) من الاداء التنظيمي للبلديات يعود للمتطلبات الأمنية، المتطلبات البشرية و المتطلبات التقنية أما النسبة المتبقية (36,1%) ترجع لعوامل أخرى أو عوامل عشوائية أو الخطأ، وتوصي الدراسة بتوعية الموظفين بأهمية الإدارة الالكترونية في تحسين الخدمة العمومية و رفع مستويات أدائهم، بالإضافة إلى توفير المتطلبات الكافية لتطبيق الادارة الالكترونية ببلديات دائرة تماسين-ولاية توقرت خاصة الجانب التنظيمي منها.

This study aimed to examine the impact of electronic management on the organizational performance of municipalities, with a field study conducted in the municipalities of the Temacine District, Touggourt Province, Algeria. The study was guided by the central research question: To what extent does the implementation of electronic management affect the organizational performance of the municipalities in the Temacine District, Touggourt Province? To achieve the study’s objectives, the descriptive-analytical approach was adopted. The questionnaire served as the primary tool for data collection, supplemented by the oral interview and observation and official documents. A simple random sampling method was used, targeting a sample of 90 individuals ufrom the employees of the municipalities of Temacine and Blidet Amor, of which 80 valid responses were retrieved and analyzed using the Statistical Package for the Social Sciences (SPSS), version 27.The study yielded several key findings, most notably the insufficient availability of the requirements necessary for the effective implementation of electronic management, in a manner aligned with ongoing developments and the needs of employees and workflow, from their perspective.. Consequently, the organizational performance of the municipalities was found to be at a moderate level with a mean of 2,89 and a standard deviation of 0,84. Moreover, the study identified a strong positive correlation between electronic management (independent variable) and the organizational performance of municipalities (dependent variable). We found a statistically significant impact of e-management on the organizational performance of municipalities. Specifically, 63.9% of the organizational performance in municipalities is attributable to security requirements, human resource requirements, and technical requirements. The remaining 36.1% is due to other factors, random factors, or error. The study recommends increasing employee awareness about the importance of electronic management in enhancing public service delivery and improving performance levels. It also calls for providing the necessary requirements for the implementation of electronic management in the municipalities of the Temacine District, particularly in terms of organizational infrastructure.
